All countries face the problem of allocating limited resources to investments in different sectors (for example, infrastructure, agriculture, tourism, health, and education). Within each sector choices have to be made between alternative uses of the available resources to increase as much as possible the benefit to the individuals, families and society. Good financial analysis of different investments in the education sector is critical to optimize results. What should shape, from a financial perspective, the government (and also family and individual) decision to invest in a particular input or program?
To answer this critical question many aspects need to be taken into account. The first one is why government or individuals invest scare resources to finance and/or provide education? Then you need to face questions about what is the more effective way to provide the education service, is it through private or public providers, with traditional mechanism or innovative ones, supporting general or technical education, investing more early on or later in the life cycle? Other questions can be, for example: who (including which level of governments) should finance higher education or other types and levels of education, what skills to promote from the education sector, what motivates the stakeholders in the education sector, how to guarantee equity in the education outcomes, what funding allocation mechanisms should be used for a particular program.
The workshop will discuss elements that policymakers may consider when answering these types of questions. More concretely within the following areas:

-Public Private Partnerships
-Financing Compulsory Education
-Financing in Education: Challenges and Options
-How to Create Demand for Education (CCT and student loans)
-School Vouchers
The Summer School 2017 will cover these critical topics of education and development mainly in the context of globalization. Discussions will be initiated with an introduction covering the fundamental concepts, issues and innovative educational financing initiatives of education and development, taking a look of education and development issues in different countries and covering different educational levels, and explore current relevant issues in education and development.
